Glenn Beck has been saying this for a number of years. I don’t know about you but I’ve been getting emails talking about FEMA camps for a year or so. Then around Christmas time last year came all the talk about the government’s stockpiling ammunition, acquisition of military equipment by the local governments; sheriffs, police, etc.
Now more and more people are saying something big is coming. And putting a date on it; end of Sept. We’ll see about that….. but wait, then this shows up, and only shows up in response to an FOIA request. So what to make of it? I don’t really know. But there is an old saying that says even paranoid people are sometimes being followed, watched and listened to.
There are many sites which show up with a Google search for FEMA sites that are very sarcastic at the idea, however read the below links.

HR 390 – has been tried in quite a few of the recent congress sessions. It was last introduced in Jan 2013, I see no evidence it made it through.
When I titled this I thought back to the Ray Bradbury book and movie, Something Wicked this Way Comes. I hope it doesn’t.
